The inclosed paper may have been the 4 Apr. 1817 issue of the New York Commercial Advertiser, which contained extracts from recently arrived London newspapers that included a message from the Prince Regent delivered 28 Jan. 1817 following an assault on him by a mob outside Parliament, two other messages from him of 3 and 4 Feb. 1817, and proceedings of both houses of Parliament relative to the Regent’s communications regarding the distressed state of the nation. On 29 Jan. 1817 Richard Wellesley (wellesly), Marquess Wellesley, spoke in the House of Lords against any idea of universal suffrage and annual parliaments, which might “make the House of Commons the tool of democracy.” Agreeing, however, that the British people were in need of relief, he supported “entering immediately into an inquiry into their distresses and their causes.”
