Dear Sir

The interval between the date and the transmission of the inclosed1 was occasioned first by the extreme hurry in which the communications from you found me, & finally by the reflection that as the Legislature had adjourned, the delay was immaterial. At the next session, there will be nothing to call their attention to the circumstance, and this explanation will I hope be an apology for it to yourself. Be assured of my respect & cordial regard

1JM apparently enclosed his public letter of 1 Mar. 1817 to Governor Preston, along with his answer of the same date to the valedictory address of 22 Feb. presented to him by the Virginia General Assembly (CSmH). Preston had written to JM on 28 Feb., enclosing the address and congratulating him on the “wonderful march of national prosperity and glory” JM had presided over as president (printed in Madison, Letters [Cong. ed.] description begins [William C. Rives and Philip R. Fendall, eds.], Letters and Other Writings of James Madison (published by order of Congress; 4 vols.; Philadelphia, 1865). description ends , 4:556–58).
