The enclosed Report of a committee of the Senate, is respectfully sent to Mr Jefferson by a friend, as a specimen of the wisdom of that body in the 19th century.

RC (DLC: TJ Papers, 221:39507); undated; endorsed by TJ (brackets in original): “Anon. Washn Jan. 19. 22. [rept on duty on books]” received 27 Jan. 1822 and so recorded (with slightly variant wording) in SJL.
