1. This list, which consists of twenty-six names arranged by states, is entitled “Characters for consideration as Commissioners.”

On March 1, 1793, Washington nominated Benjamin Lincoln of Massachusetts, Beverley Randolph of Virginia, and Timothy Pickering of Pennsylvania “to be Commissioners on the part of the United States, for holding a conference or treaty with the hostile Indians” (Executive Journal, I description begins Journal of the Executive Proceedings of the Senate (Washington, 1828), I. description ends , 135). Both Lincoln and Pickering were on H’s list of recommended names.
