Philadelphia, May 27, 1794. “The Secretary of State has the honor of inclosing … a letter from the Minister plenipotentiary of the French Republic, of yesterday’s date, giving notice of the change in the national Flag of France. It is consigned to the Treasury department, as superintending the Officers of the ports.”
