Thomas Jefferson with his respects to the President incloses a draught of the clause for the letter to Mr Morris for his consideration.1

1. The enclosure was Jefferson’s undated draft of the second paragraph of his 23 Aug. letter to Gouverneur Morris, the U.S. minister to France. This draft is titled “clause proposed for the letter of Aug. 23 to mister Morris, the principal letter is proposed to be dated Aug. 16 the date of the latest document,” and it contains a marginal note by Alexander Hamilton that reads “approved A. Hamilton,” and one by Henry Knox that reads “Approved H. Knox” (DLC: Jefferson Papers). This paragraph concerns the administration’s decision regarding a French proposal for a new commercial treaty with the United States (see Cabinet Opinion, 23 Aug. 1793, and note 4).
