Th: Jefferson presents his respects to the President and submits to his approbation an addition to the letter to Messrs. Carmichael and Short. The circumstances and prospects under which the guarantee of Louisiana had been suggested are so changed, as in his opinion to render it better to retract that suggestion, and to forbid the guarantee.
