1. The enclosed letter from George Hammond to Jefferson of 8 Aug. inquired whether the French privateers Citoyen Genet, Petite Démocrate, Vainqueur de la Bastille, and Anti-George would be excluded from U.S. ports and restitution made for their prizes according to a policy recently adopted by the administration (Jefferson Papers description begins Julian P. Boyd et al., eds. The Papers of Thomas Jefferson. 41 vols. to date. Princeton, N.J., 1950–. description ends , 26:640–41). For this policy, see Cabinet Opinion on French Privateers, 3 Aug., and Cabinet Opinion, 5 Aug. 1793. In his reply to Hammond of 8 Aug., Jefferson wrote that he was “authorized to assure you that the denial of asylum in our ports was … to extend to all vessels armed in our ports. I had no information before of the Anti-George. … But if she is in the same predicament, she will be subject to the same rule” (ibid., 641). In a letter of 8 Aug., GW advised Jefferson that the reply to Hammond “is conformable to the measures which have been advised—and of course is approved” (ALS, DLC: Jefferson Papers).
