I was this morning favored with your’s of the 5th. of this month,1 mentioning Mr. Harison’s opinion that the Debts in question were not recoverable by Virtue either of the Treaty of Peace, or of the Treaty of amity between the United States and Great Britain—
As to Mr. Harison’s opinion, I do not hesitate to say that I concur in it— But whether the Subjects of it were or were not discussed in the Course of the late negociation I must decline giving you the Information you request, notwithstanding the Respect and friendly Sentiments with which I have the Honor to be Sir &c. &c.
