The Secretary of the Treasury has the honor to lay before the President sundry papers relating to Ephraim Kirby,1 which is done merely on the score of propriety, as it is not perceived that any special provision in the case, can be consistently made.

1. An entry in for May 9, 1793, reads as follows: “The Secretary of the Treasury sent me … sundry papers (merely as a matter of form) for my perusal, relating to Ephm. Kirby Collect. of one of the Divisions in the Dist. of Connecticut for indemnification for expenses incurred in the discharge of his duty” ( , 112).
