The Secretary of the Treasury presents his respects to the President of the U. States and encloses herewith the draft of a passport for Capt. Montgomery, to which (if found right) the President’s signature is requested, in order that the vessel may be dispatched.1

1The enclosed passport for Capt. James Montgomery of the General Greene, the revenue cutter for Pennsylvania, has not been identified. The passport, which GW signed on this same date, allowed the General Greene to travel to Charleston, S.C., in order to carry a notice of the congressional resolution of 26 March, which established a thirty-day embargo on American vessels bound for foreign ports (JPP description begins Dorothy Twohig, ed.
