Treasury Department, October 1, 1791. “By a circular instruction of March 30 1790 you have been directed to transmit all paid draughts of the Treasurer to this office. A deviation from this rule has taken place in your remitting draughts to the Treasurer. You will in future adhere to the Instruction.”
