Inclosed are two letters which I will thank you to hand on.

I have just seen Livingston’s Motion1 concerning Instructions &c. My first impression is that the propriety of a compliance with the call, if made, is extremely doubtful. But much careful thought on the subject is requisite.

3Bon-Albert Briois, Chevalier de Beaumetz, had been elected to the National Assembly as a deputy for the nobility of Artois on April 30, 1789, and had become president of the Constituent Assembly on May 30, 1790. Although originally a monarchist, on the outbreak of the French Revolution he joined the constitutional party. Accused of treason in 1792, he fled first to Germany and then to England, where he met Talleyrand. He and Talleyrand sailed for the United States in March, 1794. In Philadelphia he became involved in the affairs of the Holland Land Company, and in May, 1796, he set sail for Calcutta, where he tried unsuccessfully to find purchasers for the company’s lands.

4In September, 1792, Charles Maurice de Talleyrand-Périgord fled from Paris to England. Expelled from England in the spring of 1794, he sailed for the United States, where he became friendly with H. He remained in the United States until June, 1796.
