Letter not found: from Philip Wilson, 3 Dec. 1796. Secretary of State Timothy Pickering wrote Wilson from Philadelphia on 13 March 1797: “Your petition dated the 3d of December 1796, addressed to the President, Senate and Representatives of the United States of America in Congress assembled, was delivered to me by the late President Washington” (DNA: RG 59, Diplomatic and Consular Instructions, 1791–1801).
