Joseph Nourse to Tobias Lear

Register’s Office, Treasury of the United States [Philadelphia], 8 Nov. 1790. Forwards for the use of Lear’s office a statement of the accounts of the United States during the administration of Robert Morris as superintendent of finance and statements of Morris’s receipts and expenditures of public monies.1

On 10 Feb. 1790 Robert Morris presented a petition to Congress requesting a commission of inquiry into his official conduct as superintendent of finance (see Morris to GW, 8 Feb. 1790 and notes).

1Nourse’s 4 Mar. 1790 Report of the Register of the Treasury, to the House of Representatives, on the Accounts of Robert Morris, While Superintendent of Finance, 1781, to His Resignation in 1784 . . . was published in New York by Francis Childs and John Swaine (see Evans, American Bibliography, description begins Charles Evans et al. American Bibliography and Supplement. 16 vols. Chicago, Worcester, Mass., and Charlottesville, Va., 1903–71. description ends 8:95). Childs and Swaine also published, in 1791, Nourse’s 30 Aug. 1790 Statements of the Receipts and Expenditures of Public Monies, during the Administration of the Finances by Robert Morris, Esquire, Late Superintendant; with Other Extracts and Accounts from the Public Records, Made Out by the Register of the Treasury, by Direction of the Committee of the House of Representatives, Appointed by an Order of the House of the 19th of March 1790, upon the Memorial of the Said Late Superintendant of Finance (ibid., 227).
