Portsmouth, New Hampshire, February 9, 1791. “In Conformity with the directions given in your Circular letter of the 17th. May last respecting Seizures, I have to inform you that a Small Seizure has been made in this district, consisting of one Barrel, one half Barrel & three Small Bags Coffee.…”
