War Department, May 24, 1971. “I have the honor to inform you, that Messrs: Smith and Shepherd1 have completed their contract of clothing for the levies, and that Mr: Hodgdon,2 the quarter master, has receipted to them for the same.…”

1. The firm of Robert Smith and John Shepherd (Shepard, Sheppard) had contracted on March 31, 1791, to supply the levies with clothing. The documents pertaining to this transaction may be found in RG 217, Miscellaneous Treasury Accounts, 1790–1894, Account No. 1339, National Archives.

2. Samuel Hodgdon had been appointed quartermaster general in March, 1791.
