To Grenville

[London, 15 February 1795]

The undersigned Envoy of the U.S. of America, has the honor of representing to the Rt. Honorable Lord Grenville, his B[ritannic]. Majesty’s Secretary of State for the Department of foreign affairs

That the united States have long been, and still are engaged in war with certain Tribes of Savages; and that their repeated Endeavours to restore peace, have hitherto proved fruitless

That certain Circumstances, which he has had the Honor to communicate to his Lordship, wer have occasioned alarming apprehensions that those Savages are urged to persevere in the war, by Enducements and Expectations proceeding from the some of his majestys officers and agents in Canada—

That Altho The Justice Humanity and Dignity of his Majesty oppose every Idea that a warfare so peculiarly cruel, can be countenanced by his Ins Instructions; yet the undersigned thinks it his Duty, to submit to the wisdom of his Majesty, whether mutual considerations do not render it expedient to extinguish those apprehensions by such assurances, and to prevent their Revival by such measures, as may be adequate to those Purposes—
