My Lord

Circumstanced as I am, and as my Country is, it cannot be easy, nor would it be right, if possible, entirely to exclude from my mind the Sollicitude which naturally results from the very delicate and responsible Situation in which I am placed— it is delicate and responsible, not only with Respect to myself, but to those who placed me in it—

The Average Length of Voyages from hence to Philadelphia & New York, I understand, is between six and Seven Weeks. The Congress meets the first Monday in november; and of their punctuality there is no Room for Doubt.

The President must be exceedingly anxious to insert in his Speech something satisfactory and decisive relative to our negociation— it will be expected from him. The Effects of a Disappointment appear to me in a Point of Light, which fills my Mind with anxiety to obviate it.

Will not the Materials contained in the informal Notes which I had the Honor of enclosing to your Lordship, enable us to come to a speedy Conclusion? It gives me pain to press your Lordship— I have no other appology for it, but the Motives which impell me; and which I flatter myself will not appear less cogent to your Lordship, than they do to me1— with sincere Respect and Esteem I have the Honor to be My Lord Your Lordships most obedt. & h’ble Servant
