George Washington to Baron von Steuben

Morristown [New Jersey] February 8, 1780. Asks whether a defensive or offensive campaign should be planned. States that money and foreign aid are needed for a decisive offensive campaign. Believes that a defensive campaign therefore is necessary. Approves of von Steuben’s estimates of men and cavalry needed. Questions value of incorporating regiments for the sake of economy.
