Inform him as soon as you see him, that he is in Holland to follow the Orders he will receive from the g. Factor. We have just heard something of him that gives every body here abundant Satisfaction.2
As I have not seen in any of your Prints the Regulations made by the new Government in Grenada I enclose a Copy.3
We are all well and chearful in this Neighbourhood, where every Body remembers you with Respect and Affection; and none with more than Your most obedient humble Servant

Endorsed: Passy. 4e. Oct. 1779. S.E. Mr. Franklin.
1. In WTF’s hand.
2. The Oct. 1 issue of the Courier de l’Europe, VI (1779), 211, carried a Sept. 26 letter from England giving news of the capture of H.M.S. Serapis (for which the writer gave some of the credit to the Alliance).
3. The Oct. 19 issue of the Gaz. de Leyde (no. LXXXIV) published a set of regulations promulgated by the comte de Durat, the new French governor of the recently captured island; we suspect these were the documents which BF here encloses and which Dumas provided the Dutch journal (as he so often did). For details see Oliver’s letter of Oct. 8.
