2William Feltman, a native of Lancaster County, Pa., began as an ensign in the 10th Pennsylvania Regiment in December 1776. He then served as lieutenant in an independent company raised to guard prisoners at Lancaster, Pa., and transferred with the company to the 10th Pennsylvania Regiment in late 1777. Feltman became regimental paymaster in March 1780. Joining the 1st Pennsylvania Regiment in January 1781, he participated in the Yorktown campaign during September and October. In his journal, Feltman remarked that he “had the pleasure of being introduced” to GW “at 2 o’clock” P.M. on 16 Sept. 1781 (Feltman, Journal description begins The Journal of Lieut. William Feltman, of the First Pennsylvania Regiment, 1781-82. Including the March into Virginia and the Siege of Yorktown. Philadelphia, 1853. description ends , 14). He resigned in April 1782.

3Brig. Gen. Edward Hand had presided since 13 March over the court-martial of William Shippen, Jr., on allegations of maladministration in the medical department. The court had adjourned on 5 April (see GW to Stephen Moylan, that date; see also General Orders, 13 March).
