Sir,
We have the honor to inclose for Your Excellency and the Council a copy of the resolutions1 communicated in our conference yesterday. Having then fully entered into all the explanations which were necessary on the subject, we shall not trouble your Excellency with a recapitulation. But as the object is of a delicate and important nature, we think it our duty to request the determination of the council in writing.

1. The enclosure probably was the “Resolution on Measures to be Taken in Consequence of the Pennsylvania Mutiny,” June 21, 1783.
Consistent with the congressional resolve of June 21, H and Oliver Ellsworth conferred with the Supreme Executive Council of Pennsylvania on June 22. On the following day, preceding another conference, this letter was presented to the president of the Council, John Dickinson. It is explained in, and was attached as an enclosure to, the “Report of a Committee Appointed to Confer with the Supreme Executive Council of Pennsylvania on the Mutiny,” June 24, 1783.
