3. BF forwarded it to Congress with his letter to Boudinot of Sept. 13. The nine-page undated memoir is from François-Louis Bayard, the merchant who had asked BF the previous November to certify certain documents in Garson, Bayard & Cie.’s claim against the state of Georgia; see XXXVIII, 283–4. In the memoir, Bayard noted that BF had examined the firm’s accounts with him and had certified the powers Georgia had given the firm’s agent Emmanuel-Pierre de La Plaigne. National Archives.
