On 20 March Congress referred an instruction from the Virginia General Assembly regarding the confiscated property of British subjects, and resolutions of the Executive Council of Pennsylvania regarding private debts owed to Loyalists or other British subjects, to a committee composed of Samuel Osgood, chairman, John Francis Mercer, and Thomas FitzSimons (Papers of Madison description begins William T. Hutchinson, William M. E. Rachal, et al., eds., The Papers of James Madison (7 vols. to date; Chicago, 1962——). description ends , VI, 370; 371, n. 3). The committee’s report, submitted on 1 April, apparently was not debated until 19 May. By then Osgood had left Congress.
