From Richard Henry Lee

Falmouth [Stafford co., Va.] 1 Dec. 1779. Quotes a letter just received from a member of Congress in Philadelphia stating that “a capital embarkation” from New York is afoot and will undoubtedly proceed to the south, perhaps to Virginia. This is precisely what Lee has long apprehended.
