Philadelphia, 3 Oct. 1779. Enclosing a resolve of Congress of 2 Oct., recommending to the Governor and Council of Maryland “to permit as much bread flour and wheat to be exported for the State of Virginia as the said State may want for its public Supply.”

This action originated in “a representation from the executive of Virginia, to the executive of Maryland [Thomas Johnson], which was communicated to Congress by the delegates of Maryland” (JCC description begins Journals of the Continental Congress, 1774–1789, ed. W. C. Ford and others, Washington, 1904–1937 description ends , xv, 1137); TJ’s letter to Gov. Johnson, of uncertain date, is missing.
