Motion Regarding Moving Military Lines

[Philadelphia, April 23, 1783]

R[esolved] That the Secy. at War1 in Conjunction with the Comr of the Southern Army2 take preparatory Arrangements for removing the Lines of Virginia Maryland & Pennsylvania now with the southern army to such Places within their respective States as they shall think proper, as soon as Circumstances will permit.3

3On April 23, 1783, Congress referred H’s motion to a committee consisting of H, Thomas FitzSimons of Pennsylvania, and Oliver Ellsworth of Connecticut (JCC description begins Journals of the Continental Congress, 1774–1789 (Washington, 1904–1937; Reprinted, New York, 1968). description ends , XXIV, 273, note 1). On April 24 the committee reported: “Resolved, That the Secretary at War and the Superintendant of finance, take immediate measures for removing the lines of Virginia, Maryland and Pennsylvania, together with the corps of artillery and cavalry now under the command of Major General Greene, to such places within their respective states as they shall think proper.” The resolution passed in the affirmative (JCC description begins Journals of the Continental Congress, 1774–1789 (Washington, 1904–1937; Reprinted, New York, 1968). description ends , XXIV, 275–76).

The regiments of these three states had been sent to join the southern department in accordance with a resolution adopted by Congress on February 20, 1781 (JCC description begins Journals of the Continental Congress, 1774–1789 (Washington, 1904–1937; Reprinted, New York, 1968). description ends , XIX, 176–78). On April 15, 1783, Congress had received the provisional peace treaty between the United States and Great Britain (JCC description begins Journals of the Continental Congress, 1774–1789 (Washington, 1904–1937; Reprinted, New York, 1968). description ends , XXIV, 241), and the resolution to have the troops in question return to their respective states was preparatory to their discharge.
