§ From Robert Gardner
26 December 1810, Boston. Assuming that trade with France will be renewed, he offers himself as a candidate for any consular vacancy in that country. “I am a native American—educated to Mercantile Business, & have been much employed in its most intricate parts.” Refers JM to his friend Mr. Cutts, who will present this application.1

1. On 22 Apr. 1811 Richard Cutts wrote to James Monroe, reminding him that the previous winter he had deposited in the State Department several recommendations of Gardner for a French consulship. Cutts recalled that “the Situation of our affairs with that Country, then, seemed to preclude any new appointments” (ibid.).
