1. Carlton’s business in Washington was probably related to a 20 May 1813 petition that he and other residents of Wiscasset, District of Maine, submitted to the House of Representatives, requesting relief from penalties imposed on them for importing British merchandise in the spring of 1811 (DNA: RG 233, Petitions and Memorials, 13A-G12.4). The petitioners asserted that the French decrees of Berlin and Milan had not really been revoked “as supposed” in JM’s proclamation of 2 Nov. 1810, and that they and many others had therefore believed, at the time the cargoes in question were shipped, that the U.S. nonimportation laws would not be reinstated against Great Britain. Introduced in the House by Abiel Wood on 28 June 1813, the petition was referred on 18 Jan. 1814 to the Ways and Means committee.
