Decr 14th 1815.

Commissions of appointments and promotions having issued during the recess of the Senate to the persons whose names are stated in the enclosed lists: I now nominate them to the offices therein respectively annexed to their names.

The enclosures are 1) a list of four promotions in the Navy (1 p.) and 2) eleven appointments to the Navy and the Marine Corps (1 p.; printed in Senate Exec. Proceedings, description begins Journal of the Executive Proceedings of the Senate of the United States of America (3 vols.; Washington, 1828). description ends 3:4–5).
