§ From Daniel Parker. Ca. 10 December 1813. “I sent a copy of my letter of Oct. 30th. to the Secy. of War with extracts from the Govr. of Oct. 19th. & stated my belief that the Govr. would expect a further answer.1 The Secy. directed that Col. Armistead of the Engineers should examine the forts & report. No report has been rec’d from the Col.”2

Adds in a postscript: “The money was offered to be loaned for fortifications by Phia. New York have erected fortifications at the expence of the State.”

Undated; conjectural date assigned on the basis of evidence presented in nn. 1–2, the publication of the North Carolina legislature’s 29 Nov. 1813 memorial to JM in the Daily National Intelligencer on 9 Dec. 1813, and the assumption that JM queried Parker on this topic before drafting his 11 Dec. 1813 reply to the memorial.

1Filed with the RC is a copy of Parker’s 30 Oct. 1813 letter to North Carolina governor William Hawkins (see North Carolina Legislature to JM, 29 Nov. 1813, n. 1).

2On 17 Nov. 1813 Parker wrote Lt. Col. Walker Armistead, instructing him to inspect forts Johnson and Hampton on his way to Maj. Gen. Thomas Pinckney’s headquarters at Charleston, and to report the necessary repairs and estimated cost (DNA: RG 107, LSMA). Armistead’s 7 Dec. 1813 reply, received in the War Department on 13 Dec., stated that Parker’s letter had reached him after his arrival at Charleston and that he therefore had not inspected the forts (DNA: RG 107, LRRS, A-133:7).
