19 September 1804, St. Petersburg. “My last respects were paid You the 1st. instant1 ⅌ this conveyance. I yesterday received the inclosed Letter and communication from the Prince de Czartoryski, to whom I addressed the reply, copy, as inclosed, all which, I hasten to transmit to You.”2

2. Harris enclosed Czartoryski’s 5 Sept. 1804 letter to him (2 pp.; in French), announcing the cessation of all relations between Russia and France and enclosing a copy of a letter from the Russian chargé d’affaires in Paris to the French foreign minister, 16/28 Aug. 1804 (10 pp.; in French; docketed by Wagner; translation printed in the Annual Register for 1804, 650–54), assigning the reasons for the break in diplomatic relations, including France’s failure to fulfill terms of the Franco-Russian convention of 1801 promising compensation to the kings of Naples and Sardinia (see Robert R. Livingston to JM, 14 Sept. 1804 and n. 6). Also enclosed is a copy of Harris to Czartoryski, 7 Sept. 1804 (2 pp.; in French), acknowledging receipt of Czartoryski’s letter and promising to forward it to the U.S. government.
