Sir,

I have the honour to enclose the copy of a letter from the Collector of New York, and respectfully to submit the propriety of appointing Francis Gilpin second Mate of the Revenue Cutter.

RC (DLC); in a clerk’s hand, signed by Gallatin; at foot of text: “The President of the United States”; endorsed by TJ as received from the Treasury Department on 29 Nov. and so recorded in SJL with notation “Gilpin”; also endorsed by TJ: “Gilpin Francis 2d. mate rev. cutter.” Enclosure: David Gelston to Gallatin, 23 Nov., from New York; finding it necessary to add a second mate to Caleb Brewster’s vessel, he recommends Francis Gilpin as a “fit Person” to fill the role (Dft in Gallatin, Papers description begins Carl E.
