From James Madison to the President of the Senate, 14 December 1801

To the President of the Senate

Department of State December 14th 1801.

Sir,

Agreeably to the “Act to revive and continue in force certain parts of the Act for the Relief and protection of American seamen, and to amend the same,” I have the Honor to lay before Congress an annual Return, ending the 9th Inst, containing an abstract of all the Returns made to the Secretary of State by the Collectors of the Customs for the different ports, pursuant to the “Act for the Relief and protection of American seamen”;1 to which I have added extracts from the Communications received from the Agents employed in foreign Countries for the Relief of American seamen.2 I have the Honor to be, with great respect, Sir, your very Obedt Servant,
