Agreeably to the order of Senate I lay before you a transcript of their record when acting in their executive capacity, inclusive of the last Session.1

order of Senate: on 27 Jan. 1792, the Senate ordered that the president “be furnished with an authenticated transcript of the Executive records of the Senate, from time to time” (JEP description begins Journal of the Executive Proceedings of the Senate of the United States … to the Termination of the Nineteenth Congress, Washington, D.C., 1828, 3 vols. description ends , 1:99).
