From James Madison to Joseph Bates, 21 April 1804 (Abstract)

§ To Joseph Bates

21 April 1804, Department of State. “Mr. Williams1 placed in my hands your statement respecting the Ship President, carried into Aligesiras and condemned under a pretence of the Blockade of Gibraltar.2 This will be cognizable under the late Convention with Spain as soon as the Board of Commissioners for which it provides is organized, of which due notice will be given.”

1. This was probably Lemuel Williams (1747–1828), a Federalist congressman from New Bedford, Massachusetts, who served in the U.S. House of Representatives from 1799 to 1805.

2. Bates’s ship President, Andrew Pinkham, master, of New Bedford, was bound from New York to Gibraltar with a cargo of flour when it was taken on 30 Mar. 1801 and condemned at Algeciras, Spain (ASP description begins American State Papers: Documents, Legislative and Executive, of the Congress of the United States … (38 vols.; Washington, 1832–61). description ends , Foreign Relations, 2:457–58).
