Although Gallatin promised to send TJ information on the new revenue districts established by Congress, TJ took his own notes on the legislation, perhaps as he signed the act on 1 May. On or after 30 June, TJ was to provide a collector and surveyor for the DISTRICT OF EAST RIVER, formed out of the district of Yorktown, in Virginia; a surveyor at TOMBSTONE, established as a port of delivery in place of Bennet’s Creek, in the district of Edenton, in North Carolina; and a surveyor at SLADE’S Creek, established as a port of delivery in the district of Washington, in North Carolina, “on a certain tract of land, intended and designated for a town, whereon William Parmley resides.” The act called for the immediate establishment of the DISTRICT OF MARIETTA on the Ohio River in the Northwest Territory and the appointment of a collector of customs to reside and keep an office at the town of Marietta, “the sole port of entry and delivery for the said district.” ON MISSI.: Congress also gave the president the right to establish a second port of entry with a collector and ports of delivery with surveyors on the Mississippi River (U.S. Statutes at Large description begins Richard Peters, ed., The Public Statutes at Large of the United States … 1789 to March 3, 1845, Boston, 1855–56, 8 vols. description ends , 2:181; Gallatin to TJ, 30 Apr.
