Meriwether Lewis delivered TJ’s message to the Senate on 10 Mch. On the same day, Georgia senators Abraham Baldwin and James Jackson and Representative John Milledge informed Gallatin that BENJAMIN FORSYTH, “of the Thomas Jefferson Revenue Cutter,” had died. They recommended that Captain Henry Putnam take command of the vessel, noting his “purely republican” principles and assurances from “respectable Characters” that his appointment would “give satisfaction.” They requested that Thomas Allen be continued as mate (RC in DNA: RG 59, LAR, endorsed by TJ: “Putnam Henry. to be Master of Revenue cutter lre of Jackson Baldwin Milledge”; Biog. Dir. Cong. description begins Biographical Directory of the United States Congress, 1774–1989, Washington, D.C., 1989 description ends ). On 11 Mch., Lewis delivered another message to the Senate from the president. TJ wrote: “Since my nomination yesterday of Benjamin Forsyth to be master of a Revenue cutter, I learn that he is lately dead, and therefore now nominate Henry Putnam of Georgia to be Master of the Revenue cutter late the St. Mary’s galley” (RC in DNA: RG 46, EPEN, 7th Cong., 1st sess., endorsed by Senate clerks; PrC in DLC).

Captain John HOWELL was offered the command of the galley at St. Mary’s in early 1799, but he did not accept the appointment (NDQW description begins Dudley W. Knox, ed., Naval Documents Related to the Quasi-War between the United States and France, Naval Operations, Washington, D.C., 1935–38, 7 vols. (cited by years) description ends , Dec. 1800-Dec. 1801, 363).

In his lists of appointments and removals, TJ commented that George WOODRUFF and AMBROSE GORDON were removed for “high federalism” as part of his effort to appoint Republicans “as a protection to republican suitors in courts entirely federal & going all lengths in party spirit.” The permanent commissions for Mitchell and Wall are dated 26 Jan. 1802; TJ’s lists record their appointments at 20 Apr. (commissions in Lb in DNA: RG 59, MPTPC; Vol. 33:672, 679).

Edward St. Loe LIVERMORE was serving as naval officer at Portsmouth when Adams nominated him as U.S. attorney for the district of New Hampshire on 18 Feb. 1801. He was confirmed by the Senate but did not receive a commission, and TJ removed him from both positions (JEP description begins Journal of the Executive Proceedings of the Senate of the United States … to the Termination of the Nineteenth Congress, Washington, D.C., 1828, 3 vols. description ends , 1:381, 383, 402, 409; Vol. 33:15, 219–20, 672, 676, 679; Vol. 34:129, 131n).

On 11 Mch., the Senate approved TJ’s nominations as submitted above, except for Forsyth, who was superseded by Putnam, and Folsom, whose was postponed.
