§ From Levett Harris. 15 September 1806, St. Petersburg. “I herewith inclose the Copy of a Manifest of the Emperor lately published with a reply of the Senate thereto:1 I deem it my duty to transmit it to You Sir; it is of a nature to be read with interest.

“The answer to the ultimatum given by this Court to France, is not yet received; it may be perhaps Known to You before my communication of it can reach You; it involves a most important question; one, calculated to excite universal anxiety.”

1The enclosed translation of Alexander I’s 30 Aug. 1806 message (4 pp.; in French), while emphasizing the emperor’s desire for peace, stated that he had not signed the recent treaty with France because it contained unacceptable conditions. The French government had been informed of the terms upon which Russia was willing to treat; if it did not accept them, the war would continue. The translation of the Senate’s reply, dated September 1806 (4 pp.; in French), declared the Russian people’s support for this policy.
