Department of State, May 5th. 1804

Sir.

I have the honor to enclose a letter, yesterday, received from the Envoy of Great Britain,1 and to request your opinion, whether if the facts therein stated, relative to the arrest and commitment of Henry Scott, should be proved, they would constitute an offence cognizable in any and what Court of the United States. I am &c.
