§ From William Jams. 19 July 1806, Lisbon. “Inclosed I have the honor to hand a copy of my letter of the 5th. Instant, with seconds of the firsts accompanying it; a copy & translation of a second letter from His Excellency Mr de Araujo relative to the seizure of flour in Fayal,1 & a letter from Mr Montgomery.

“The Tripoline Polacre, which captured the Hamburgee Ship mentioned in mine of the 26 May,2 was about a fortnight since sent into this port as a prize by the Portugueze Squadron. As none of the Men are taken out, it seems to be uncertain what the Government will do regarding her. From the public Notice mentioned in my last, it is probable she will be detained untill it is known whether the Hamburg Vessel will be given up. Two Algerine Schooners & a Feluca have als⟨o⟩ been taken within a month past; one of the former sent in here, the other I do not learn where she is sent & the feluca was condemned at Gibraltar as unfit for sea.

“Some reports ar⟨e⟩ circulated here of a pacifick nature, bottomed principally on the English & French prints. Should there be any real fou⟨n⟩dation for them, I am afraid it will have some effect on our pending Negotiation regarding the   .3

“A Courier arrived here about a week since from Paris, when all the ministers went to Mafra, about ten leagues distant, where the Prince now is. Many have from hence concluded that a farther demand for money has been made by the Emperor Napoleon; but as this report, I am satisfied rests upon no better a foundation; I cannot beleive it deserving any credit. I take the money matters between the two Governments to have been some time since arranged.”

Adds in a postscript: “In my last I had also the honor to inclose a private letter for you [not found].

“Inclosed is also Captn Heutte’s protest for a seaman imprest [not found]—and an Account of the monies expended for the U.S. the half year ending 31st. Decr 1805.4 In a lette⟨r⟩ dated 25 June Mr Simpson states that a Brig, a Zebeque, a half galley & three frigates belonging to the Emperor of Morocco were at sea.”

1The copy and translation of Antonio de Araújo de Azevedo’s 9 July 1806 note to Jarvis (2 pp. each; copy dated 29 July 1806) stated that the governor of the Azores had been ordered to report on the incident, and that Araújo would inform Jarvis of any decision the prince regent might make thereupon. For the seizure of the flour, see Jarvis to JM, 5 July 1806, and n. 2.
