It appears from the enclosed extract of a letter from the collector of Wilmington that we have no Marshal in North Carolina; which stops our business and even prevents serving process on a vessel which had violated the embargo. Respectfully Your obedt. Servt. I enclose the letter itself, which be pleased to return. He has been referred to the district attorney for the proper mode to pursue....
I enclose at last some observations on the Spanish affairs. The anxiety & occasional absence occasioned by the lingering illness of a child I finally lost had prevented my taking a sufficiently comprehensive view of the subject to commit any thing to writing: and even now I feel that it is very defective. Accept my congratulations on the Tripolan peace, and my wishes that you may terminate as...
An inquiry was at the time made respecting this complaint by Ludlow; when it appeared that the refusal, complained of, had originated from a false or erroneous entry in the books by J. Ludlow deceased & Register before Kilgore. It is certain that W: Ludlow accompanied his complaint with an application for the Register’s office. DNA : RG 59—LAR—Letters of Application and Recommendation.
The enclosed is the last letter received from the Surveyor General respecting the two tracts of land to be offered for sale. I think that we might advertise the Jeffersonville district for sale on 1st of April next, & that South of the Connecticut reserve for 1st of May.    The proclamation once issued, the officers may be appointed. Respectfully Your obedt. Servt. DLC : Papers of Thomas...
N. Orleans As several similar applications may be made during the absence of the President some general rule should be adopted. I would submit that in cases which may be recommended by the collectors, particularly regular packets or traders, the permission to sail should be given provided that provisions & lumber make no part of the cargo; reserving the permissions for flour for the...

Sketch A circular to the several Registers concerning intruders submitted to the consideration of the President whose sanction is necessary for any instructions on the subject by his obedt. Servt. Petition of lessees of Salines requesting leave to sell salt in Kentucky Submitted to the President by his obt. Sert The difficulty is to fix the price at wh. they should sell in Kentucky, the fear of this being a speculation & it being questionable whether, so long as the whole quantity made is purchased on the spot, it be not better to trust individuals for distribution of the salt than to...
This application being made under the proviso of the 2d Section of the act to prevent intrusions, the spring can be rented only to the actual settler; & there being no competition, we may fix the conditions & price of salt, but not rent to the lowest bidder. It is useless in this instance to fix the price; for the spring is too weak to supply one thousandth part of the demand; nor are there...
I enclose the usual returns of payment by the Treasurer since you left the city, and a sketch of our Receipts and Expenditures during the last three months. The Revenue has been uncommonly productive. Respectfully Your obedt. Servt. DLC : Papers of Thomas Jefferson.

The accounts &c. relative to the credit obtained by New York are not yet transcribed. Neither of them has accounted to the Treasury. Has either...

For information This subject struck me as important; and a clause has been inserted in the amendatory act to provide against it. But it is very difficult, with every penalty and care to prevent the exportation of specie. How far the evil will extend, we will perceive by the diminution of cash in the vaults of the Bank. DLC : Papers of Thomas Jefferson.
Will you have the goodness to inform me whether Judge Bruin of the Mississippi territory is dead. Such report prevails & prevents our paying his salary for the first quarter of this year, for which he drew before it had become due. The holder of the bill has been waiting some days till we could ascertain the fact. If it be so, it is also necessary to know when he died— With great respect Your...
The facts as here stated I believe to be true. The restriction not being made by Law could only be given in the shape of a recommendation or rather in a negative form, by saying that where the cargo did not exceed 1/6 th I did not perceive any danger. Mr M’Culloch has gone beyond it & Mr Symmes has not DLC : Papers of Thomas Jefferson.
It was determined some time ago by you that the collector of Yorktown Virga., who had made no returns for some years tho’ repeatedly requested to do it, should be removed: and Mr. Basset was requested to recommend a successor. The recommendations now enclosed contain also an apology for the present officer. To me it appears insufficient: but you will be able to decide how far the circumstance...

Supposing that the power to lay embargoes should be considered as improper to be vested in the President during the session of Congress, how would this plan answer? To “repeal the present non-importation act, & in lieu thereof to pass a general non importation act (from Great Britain) to take place say on 1st Feby. next. This is thrown out for consideration & may be liable to other objections,...
The propriety of complying with any particular application ought to be well considered, on account of the numerous ones wh. the Presidt. will be obliged to reject. See Donnel’s application transmitted this day. It must be however observed that in 1794 an exception was made for transporting to France the San Domingo refugees. Better perhaps to suspend this a few days. There is no urgency DLC :...

Will it be proper, in addition to the letter written to the collector of Marietta directing him to seize the boats, to send him the enclosed which points out more particularly the object. DLC : Papers of Thomas Jefferson.

Van Pradelles register is dead Persons recommended Grymes dist. atty. with 600 dollars only Robertson Secy. 2000 dollars & Commr. Johnson— Lewis judge & Commisr.       I think that Grymes is entitled to the preference; for if Robertson be appointed & Grymes made Commr. in his place, it will be a mere temporary appointmt. and Robertson would have two better permanent offices. The Register &...

For information Shews—1. that as been stated from Crowninshield & another quarter, Cross the collector of Newbury-port is a very incorrect officer if nothing worse. 2. how difficult with our judiciary to carry the law into effect.
