From Thomas Blake, Jr.

Ostend, 25 Aug. 1787. Asks whether United States colors and passes for voyages may be granted for vessels fitted out in Ostend for the East Indies; and, if so, what the conditions and expenses are. Danish and other colors are granted under these circumstances. He would prefer those of the United States.
