It may have been a preliminary draft of the French “Arrêt du Conseil d’Etat du Roi, Pour l’encouragement du Commerce de France avec les Etats-Unis d’Amérique” of December 29, 1787, which granted the United States several trading privileges, including the right to store United States goods in French ports for six months subject to a minimum duty.
