Dr Sir

accept my thanks for the obliging Letter which you did me the Honor to write on the 8 May last1 by Monsr. de Varville2 It gives me Pleasure to find that the Talents and attention ^zeal^ you manifested in the Conduct of affairs ^in Spain^ during a very interesting Period in Spain, have procured as well as merited the Rank you now enjoy—

Mr De Varville shall recieve from me all those Marks of attention, and those friendly offices which are due to your Recommendation, and to the Character which his personal merit & accomplishments have established.

The Constitution of this Country is about to assume a new Form, and the^re^ is Reason to hope that it will gradually be made to operate in such a manner, as to give ^a greater Degree of^ Stability and efficiency to our national Govt. than it has hitherto experienced. While a People is ^continue^ blessed with opportunities of deliberating without Interruption, & of deciding without being pressed by external or im urged by any Influence except that of Reason & argument; they may flatter themselves that their civil Institutions will become more & more perfect in Proportion as their Knowledge and Experience increases—

Advices from your Country lead us to expect some important Changes in law Governmt will likewise take place there. It is to be hoped that the People ^neither party^ will not extend their views too far, but ^&^ that they with their zeal for Liberty will ^an undue desire either for of Innovation may^ not make them forget that the Prerogative of the Crown & the Rights of the People may and ought to be so defined and confirmed, as ^that^ instead of being hostile to each other ^they^ may now both be made to conspire in promoting the Glory & Interest Happiness of the Kingdom— With the best wishes for your Health & Prosperity I am ^have the Honor to be^ Dr ^Dr^ Sir your most obt. & hble Servt.
