Quincy Oct 10th 1798

Dear Sir

It is time to consider whether it will be prudent for congress to meet in Philadelphia & also what communications & recommendations will be necessary in the address to both houses. I request you to turn your thoughts upon these subjects & write me your opinions as early as may be
