War Department, February 8, 1799. “I have the honor to inclose your instructions1 and shall send you the schedules and regulations referred to in them as soon as the same can be made out.”

1For these “instructions,” see McHenry to H, February 4, 1799, which was enclosed in the letter printed above. On March 30, 1799, McHenry wrote to George Washington: “Such has been the pressure of business upon the Clerks, that they have only been able to make out a copy of my instructions to General Hamilton dated the 4th of Feby ulto, which is inclosed. From these you will be at no loss to conceive of General Pinckney’s, which will be sent to you as soon as they can be got copied” (ALS, George Washington Papers, Library of Congress).
