I am requested to transmit to your excellency a copy of a correspondence1 which was had at this place on the arrival of Gen. Swift to assume this Comd. viz. The address of the Academic staff on the occasion, and the Gen’s answer I have the honor to be with Great respect sir Your Obt Hbl. Servt

1Douglass enclosed a copy of a letter, signed by himself, Jared Mansfield, Andrew Ellicott, Claudius Berard, and Christian E. Zoeller, sent to Brig. Gen. Joseph G. Swift on 23 Nov. 1816 on the occasion of Swift’s arrival at West Point to take over the command of the Military Academy from Capt. Alden Partridge. The signatories, all members of the faculty, welcomed Swift and promised to support his efforts to reassert military, as opposed to civilian, control at the academy. Appended to the letter is a copy of Swift’s reply of 25 Nov. 1816, expressing his thanks and endorsing the sentiments contained in the letter of welcome.
