4 June 1813, War Department. “I have the honor to transmit herewith a list [not found] of the Military appointments made during the recess of the Senate.”1

1In a message dated 15 June 1813, JM submitted to the Senate a revised version of the list that Armstrong enclosed with this letter. The revised list (13 pp.) included 371 appointments made to the general staff, artillery, dragoons, infantry, rangers, rifle regiment, and peace establishment of the U.S. Army between 11 Mar. and 20 May 1813, and specified the nominees’ states and whether they were appointed from outside the army or promoted from within (DNA: RG 46, Executive Proceedings, Nominations, 13B-A1; printed in Senate Exec.
